Bill H. Stovall, III serves clients of WSG Consulting as a government relations consultant and strategist. Bill’s elected public service began in 1992, ending in 2007 as a term-limited legislator and Speaker of the Arkansas House of Representatives. Bill was named a “Top-Ten Best Legislator” by the Arkansas Democrat-Gazette for 2005. A native of Heber Springs, Bill was first elected to the Cleburne County Quorum Court where he served 4 terms. In 2000, he was elected to the Arkansas House where over the following 3 terms he would serve as chair of Joint Performance Review and Speaker of the House. In 2005, columnist John Brummett and Max Brantley said of his speakership…”(he) ran the House fairly and boldly and with levels of savvy and efficiency uncommon even before term limits…He’s some kind of Rain Man savant when it comes to the state budget.” Following his public service, Stovall served seven years as House of Representatives’ Chief of Staff/Chief Operating Officer for Speakers from both parties, Democrats and Republicans. Republican Speaker Davy Carter said, “[Stovall] helped me become a better Speaker, helped our members become better legislators, and in turn made Arkansas a better state.” Prior to joining, Stovall served five years as Executive Director of Arkansas Community Colleges. Bill is well-known and respected for his exceptional knowledge of legislative process and state budget throughout the halls of the Arkansas capitol.
Bill holds an Associates of Arts Degree from Pulaski Technical College, Bachelors of Political Science Degree from the University of Arkansas at Little Rock and a Masters of Liberal Arts degree from the University of North Carolina/Greensboro. Bill and his wife Jeanne live in Little Rock. He has two sons, Tyler and Hayden. In his spare time, Bill enjoys traveling, spending time with friends, playing music and watching his favorite team, the St. Louis Cardinals, play baseball.
